I can answer your first question. Yes. See the description that follows of Document Validation Service, that can be found under Historic Document Service, under the link Services in the top tool bar at top of this page.
Sorry I cannot help you with your second and third questions. Hopefully someone else will.
Document Validation Service
NCRS will compare any of your GM documents to the GM records contained in the Shipping Report and if verification can be achieved, will establish the authenticity of your factory documents. Unfortunately, the shipping report does not contain the vehicle options. A letter containing the information you request will be mailed to your NCRS address on record. The cost for this service will be $100.00 USD.
I see this in adds "Verified NCRS Tank Sticker" then usually followed with sticker with notarized letter from owner who removed it.
First: Is there a service where NCRS actually validates a tanker sticker authenticity?
Second: With the above does it really provide documentation that the car is original as stated by seller?
Starting to look for a 67 BB and most of these adds are puzzles within themselves.
What documentation would you require to authenticate a car being original?
Of course before I pull the trigger on anything a good inspection by a third knowledgeable NCRS inspector would be required.

To your second question: NCRS Document Verification is just that. The document is verified. It says nothing about the car. The car may, or may not, be related to that piece of paper. There is no documentation that I am aware of that will authenticate a car as being original. You will have to do that task yourself, and to the standards you are comfortable with. Should you chose to hire someone else to examine the car, be sure they clearly understand the standards you desire. Communication is a wonderful thing, when it is had.
To build on what Don and Terry said, no document(s) you can obtain, nor any inspection, nor any owner statements, would authenticate the vehicle originality 100%. In every case, including an NCRS "validated" tank sticker, a good forger can produce a fake document that is adequate to fool anyone. In the case of the sticker, the forger would have to have a real original to do so, but if he altered only the options, to change a 327 option to a 427 option on his faked copy, it could pass even NCRS scrutiny.
These cars have been faked for more than 35 years, people are getting very good at it.
There are cars out there today that have only the VIN plate from the original, the rest is from who-knows-where, yet are claimed to be "numbers-matching, original, survivor", and many more useless adjectives, with notebooks full of forged original dealer paperwork, old titles, and receipts...
At some point, you're going to have to make a "leap of faith" when you purchase. I'd recommend you try very hard to ensure that "leap" is over a sidewalk crack, rather than the Colorado River. It's an expensive jump. Good luck.
The best thing is history Documentation paper trails and get a expert to validate the documents and validate both trim tags, a validate Tank Sticker by NCRS is great it better then a non validated document and if you have both Tank and Window sticker Validated by NCRS/GM it hard to beat that, my 67 BB I have photos with original owner with the car and I still talk today with the original owner from 53 year ago.
