It's an Identification Plate, used by various departments; it can be a "Styling Order", a "Shop Order" (usually for Engineering) or a "Special Order". The date given is normally the date such SO is issued, for indexing. In this case, are you sure the "23" is not a "22"? I suspect you'll be hearing from Joe T. shortly.

Ed, nothing mysterious - it came from an orange post-it note on the RH side of my computer monitor, placed there because my answer was "no" to a question of whether my data base or work orders ever mentioned such SO. The query came from yet another fool who attempts to find answers to questions about 56/7 Sebring, 1960 Le Mans, etc.

Thomas, any clues/hints in the engine compartment that this car had ever been fuel injected - weird distributor with a drive "capped", etc. If you would like to furnish me the VIN by e-mail so that I can check what I have on hand and other sources, loren.lundberg@cox.net. You're also going to want to compile a listing of Casting Numbers and Dates of Block, Heads, Intake, Exhausts, etc. Purchase of the 56-7 NCRS Judging Manual is also a must.

Does the Phil Reese title have a "Previous Title" block for a number and state? In any case . you're going to want to contact MI MVD (or ?) to attempt to trace the history - offer to pay for copies (include a copy of your current title), etc. Probably going to run up against privacy laws, but you have to try. Press on!

This is rather a quick glance but Looking at OLD notes SO#90146 shows up as '56 FI test car. The name Lyle Baker appears to be associated with the car. Must advise, this was a quick study and need to confirm with solid documentation.
