65 rear bumpers wrong?

why would the rear bumpers on my 65 rear mount so far back from the body? are the mounts welded on the bumpers in a different location?
On My 67 they mount up close to the body about 1/2"-3/4", not 2" like on the 65

65 rear bumpers are the same as 67 and mount with the same brackets and fit the body and rear valance the same. Only real difference between the two is the hex size and finish of the nuts used on the attaching bolts and you can't see any of these from the outside. Something sounds wrong with your 65, pix would help.

I had an inch of shims on my 66 rear bumpers when I was removing them to take the body off. Also had 4 strange holes on the down drop area of bumper at the license plate. after removing the body we found sea shells and sand inside the rear end cross member. We concluded that the bumpers were shimmed back so a trailer hitch could be installed to tow a small boat.
