Not getting run voltage in the start position could be the solenoid needs replacement or maybe some wires swapped.

Check the connections on the ignition resistor. That is the big white porcelain thing next to the wiper motor. The resistor is bypassed in the start position of the ignition switch, to allow a full 12 volts to be applied to the coil. In the run position the resistor reduces the voltage. If the problem is not at the resistor, then it could be in the switch or a bad connection or broken wire. You would have to get the wiring schematic and a volt meter to trouble shoot.

Sounds as if the bypass of the ballast resistor has failed preventing full 12V flow to coil while ignition switch is in "start" position. When switch returns to "run," current flow is normal through resistor causing engine to start and run. Check output from ignition switch at "start" terminal to determine if it is a switch malfunction or failure of wiring between switch and coil.
