Rear Spring Mounting Plate Torque Question

A number of years ago the original differential cover on our 1972 was replaced with the newer style 464909, which used two 459032 spacers that were not in place originally.

The mounting plate torque specification for 1972 is 70 ft lbs. The mounting plate torque spec for 1978-1979, which I believe were the years that first used the 464909 cover, is 45 ft lbs.

Why would the newer style cover use such a different spec?
