The DMV office where you surrender your plates will store them for you and supply you with documentation stating so to present to your insurance company so that coverage can be removed. You retain the registration cert. showing plates were surrendered. When you want to pick up the plates again (in the Spring), you need to present proof of insurance before DMV will allow reactivation of registration. To answer your question regarding possession: no, you cannot retain the plates yourself. I did this procedure many times in the past until the ins. companies got together and no longer permitted storage of the vehicle with only comprehensive coverage at a reduced rate during that period in time.

Right now in NY all DMV offices are "closed until further notice". We all know why. On-line requests are still operational, but you cannot register a car or get plates on line, only at an office. No idea when they may re-open again.
Right now I am trying to register my 57 Vette for the first time in 46 years. I got insurance this week from Adam, but cannot get it on the road. Bummer.

Never heard of such a thing. Car insurers in INDIAN the Midwest & west don't have such a stupid rule. Whats the point.Anybody have experience with surrendering year of manufacture plates in NY? The web site says they will “store the plates” for you.
I have heard rumors that they let you store the plates in your own house. I’d hate to throw away a nice set of plates but in NY we can’t cancel insurance until we can prove the plates have been surrendered.

What an odd law. The intention is to not allow an owner to cancel insurance if they have license plates?
In many states (including Texas) they have technology that enables law enforcement to quickly check if a vehicle is registered and has insurance. Cops don't rely on the presence of a license plate for that.Mark Edmondson

Well, now you have. You’re lucky not to live in NY. Where people get insurance, get their car registered and then never pay a premium. Therefore NYDMV checks weekly via computer with all insurance companies for insurance cancellations. Then they send the police to your house to fetch the license plates.1966 L79 Convertible. I get the point of this. Uninsured motorists are a big problem. But sending the cops to your house to confiscate plates seems extreme and a poor use of resources. Couldn't the registration just be cancelled if insurance isn't up to date? Just having a license plate on a car doesn't mean it's registered.Mark Edmondson

I have personal experience with this. About 10 years ago Allstate had a computer hiccup. It reported thousands of cars as uninsured which were really ok. My wife’s Volvo was one. First we get a threatening letter from DMV that we have to turn in the plates right now. We call them. Can’t get through. Called Allstate. They said yeah, a lot of people got that. Don’t worry. Then the next letter came saying the State Police would be calling. Finally we got a letter from DMV saying things were good, but were advised to carry the letter for a year in case we got stopped because “all the records might not be up to date.”I get the point of this. Interesting Rich. That NY law has been on the books for decades - long before computers were able discern if you had no insurance and/or your plates. I thought all states would have this law now - surprised to learn that is not the case. Oh well, just one of the finer points of living in NY.
Are other states shut down now with the virus - does anyone know?
