Re: 283 Engine block ID
Photos are worth thousands of words.
As mike says the stamp you cite is not a typical GM assembly data stamping. Unless it is a partial stamp from a service replacement block of the late 60's. Those began with the prefix CE followed by year and sequential number which repeated. I doubt they did enough runs to reach the letter N. So a photo would reduce the number of questions that arise from your post.
Casting number and casting date are also essential in order to offer any reasonable opinion.

Re: 283 Engine block ID
The 39595xx series of block castings numbers were replacements for small journal discontinued 283 and 327 blocks. In late 68 early 69 when small journal blocks were no longer available the CE program started. Replacement engines and blocks before 68 would use current production engines or blocks. GM recast the blocks with new casting numbers to service the small journal requirements i.e.
3959532 283 PASS/TRUCK CE
3959534 283 Chevy II/NOVA CE
3959512 327 PASS/TRUCK CE
3959538 327 Chevy II/NOVA CE
I've seen a 2959352 in a 1969 C series truck which is an area I have no knowledge of. To confuse the issue the truck's VIN started CE . But the block was a 3959532 stamped CE. I'm inclined to think it was a replacement engine or block.
