All I have is a 63 AIM. That looks like tape to me. I used tape when I did my 63. Can you post the entire page. It's unusual to point to a part and not reference it somewhere either on that page or the prior page or page after.

Nothing in the 63 AIM that is why I used tape to hold it in place. I'm sure a 66 guy will chime in. I would recommend something that is not permanent. Maybe a strip of silicone to hold it in place.

On the convertibles I've restored I've seen a wide black tape holding the wiring down on some along with globs of contact cement(or facsimile) holding the cable to the bottom edge of the wheel well floor and where it curves near the decklid hinge. Some of the glue could be carpet glue also, but some was there before carpet.
