65 coupe wipers

I have installed my wiper motor into the dash and now attaching the arms under the dash. With the eccentric arm mounted to the motor, I cannot get the two arms plus spacer on the eccentric arm pin to fasten the end clip. Shoul I mount the arrms plus spacer first and then mount the eccentric arm to the motor?

My motor was aslo mounted with only 3 bolts.
