I own a '03 Z06. The driver's side duct does not emit cool air; the passenger side is very cool. The dual air setting for the driver's side is set at the lowest temp. I had Advance Auto hand held reader to check for errors and none were found. My research has revealed that some C5's experience a bad 'Temperature Valve Actuator '. Has anyone experienced similar quirky problems ?

You might try a web search on C5 HVAC vent doors. For example the CF tread below. Look at response #3 as sometimes the vent doors get wonky.
Repair/replacement of vacuum control lines look like a PITA.

Dave Gm had some issues with the electric door actuators on many models you”ll need a Service manual to find the locations of the blend doors, you’ll likely be laying on your back on drivers floor. The motors themself generally work, it’s the plastic gears that strip out. If you have a local guy that has a scan tool he can go into the climate control computer and actuate the blend door motors, they have bidirectional controls in the scan tools. If the motor is easy you can just unbolt it and use the control panel and lower and raise the temp.
