Double Check 68-9 Judging Guide Headlamp Actuators

I have a bunch of Headlamp assembly's I'm piecing together to make two for my March Built 1969. The newest Judging Guide has it pretty a clear description of what I should be looking for.
The early 68's had the 1/4 tubes offset and both facing the LH side. Then it goes on to state that late 68's and all 69's had the 5/16" Tubes.
Ok so I have a 1/4" Tube Actuator that has the Tube Centered and not offset. Where does it fall it ? I'm being told by a number of sources that the 5/16 Tubes didn't start till 1970. And that the Centered 1/4" Tube is correct for a 69. The easy way would be to just build it according to the Guide, and use it to prove its correct. But there is some doubt here as I'm at a point where I can go either direction.

The "centered", 1/4" tube actuators are correct for 1969. The "centered", 5/16" tube actuators began for 1970 and continued through 1982.

I agree that I think the Centered 1/4" inch Tube is probably what a 69 should have, and with the extended production of 69's they might of run out and used the bigger 5/16" late in production before the 70's came out. But none the less this is the 6th edition of the Judging Guide, this has to of come up before ?

My original owner 1969 convertible built in mid-September, 1969 has the 1/4" vacuum fittings. Actually, it now only has the 1/4" fittings on the left side as I replaced the right side actuator many years ago and, by that time, the 5/16" fitting actuator was SERVICE for all 1968+.
