�66 lower alternator bracket; GM 3846565; black under the orange?

I know that the lower alternator bracket on my ‘66 (GM 3846565) was installed on the engine before it got to St. Louis, so it was originally painted engine orange. At the moment it’s black and needs some cosmetic restoration, so I’m going to strip the paint, clean it up and repaint it prior to storing it until the engine is redone and ready to be painted. Should the engine orange on the bracket have the standard semi-glass black paint underneath?
