Ed, I would think yes. My logic is that you would be entering his score into the system, thus a record of the cars achievement. The owner would probably refuse the ribbon also.

After reviewing the score sheets, the owner or representative must initial each sheet to confirm the review has taken place. No score sheet will be accepted for tabulation without the initials. The final score will be determined by using only those score sheets that have been initialed.- Top

If an owner refuses to sign/initial a certain score sheet, that section will be scored as full 100% deduction for originality, condition and/or Ops, as the case may be. A zero score on a complete section is a very stiff penalty. Once the entire score is determined (with the zero score), if the owner has earned a Flight, Concours or other award, a certificate may be prepared and mailed.
While we are on the topic of signature/initials, the owner does not have an infinite time period to decide if he/she will initial the score sheet. The judge or team leader should allow a reasonable amount of time for signature/initials, but not an extended period where each deduction is debated.
As Arland said, the initials merely indicate that the sheet was reviewed with the owner, not that the owner necessarily agrees with what is written on the sheet.
When such a situation arises, the judge should get the team leader involved.- Top

Dave, thank you for your input and clarification. Hopefully this will never occur, but I was wondering what the official process would be.
