C3 Fender Reinforcements

I have removed the top and side front fender reinforcements on my 77 which are rusted. I plan to prime, paint flat black and reinstall them. The AIM calls out 3977818 adhesive which I cannot find out any information.
Can anyone advise me what adhesive I should use when I reinstall these?

The top adhesive is green in color while the side adhesive is a dark gray.

I doubt that they were flat black originally.
Possibly semi-flat, more likely semi-gloss dip painted.

What sheen was on them when you removed them?

Sheen is difficult for me to judge but very possible it was semi-gloss black. Page 37 of judging guide states that all metal components associated with the front bumper are a semi-gloss black so semi-gloss is what it should be.
