cloth bag was for the hardtop wrench. License plate screws were in a manilla two part paper pouch with black lettering and GM part number on it. There was a perforation in between the two "sides" separating the sets of screws. I think the part number was 3875313- Top

The AIMs list these part numbers for the “LICENSE PLATE ATTACHMENT UNIT” for ‘64 - ‘67. That item refers to the screws and what they are packaged in.

In a V-school from this year or last year, the presenter (Mike Treece, I think) showed this photo, suggesting that ‘67 used a cloth bag for the screws. The ‘66 JG first says that the screws were in a “sectioned paper envelope”, but it also notes that “Known original examples have used the small cloth bag for license plate screws.”
You might track down the recorded video of that V-school and see what Mike shows for the contents for ‘65.

Gary, the photo is suspect as the "key envelope" (small white envelope) was NOT included until 1968 in the Glove box contents.
A 1967 NCRS judge, at a National meet, pointed that out to me, as well as the correct 2 section manila envelope that another participant had.
The cloth bag shown in the photo was used for the convert top wrench which also had a couple of rubber washers. This is described in the 1967 Tech judging guide, page 34.
Mark, Check your 65 Judging manual for notes on the glove box contents with a convert top. It might be similar.- Top

I’m certainly not an expert on ‘67s, and I’d definitely defer to a National level judge. On the other hand, the cloth bag that is displayed as being associated with the license plate screws is consistent with what is stated in the ‘66 JG. That was my only reason for showing the photo.

Gary, I watched the entire video mentioned earlier. It was noted by one of the presenters that the white key envelope pictured, had key numbers associated with 1968. My 67 judging manual makes no mention of the white key envelope.- Top

Place two screws in the sections. Staple the flaps on each section. Handle the bag to get some "wear". Open the flaps and get rid of the screws. If you are not "sporting" a front plate, leave that section stapled shut.......
