David, It looks broken to me. I would drill it out and if needed just drill a new hole and tap for a new Allen screw.- Top

It shouldn't be that hard to remove.....I would soak it overnight in PB-Blaster then try to drive the collar a bit farther on to the shaft with a wood block and tapping with a small hammer. Then lightly clean up the exposed shaft and drive it off the other way.Hopefully you all can forgive me. I’m new to the C2s so I haven’t dealt with the headlights before.
Seems I was trying to fit something to what I saw down deep in the set screw instead of on the top of it. I should’ve clean the surface better once.I cleaned it I could see the Allen head at the top of the screw not down inside it. Duh! It came right out once I found the correct size Allen wrench.
Now, any ideas on how to pull the collar off? Lots of Aerokroil and a puller?

I agree with Frank. Yet another option is heat up the collar a bit with propane, then use a few seconds worth of CRC Freeze-Off on the shaft to shrink it. A 2 jaw puller would help too. Just protect the end of the shaft from getting burred up.
What you're likely also going to have a problem with is getting the pivot balls off of the shafts. Here's a link to a post on a '67 buckets do-over. Many photos in there so it'll take time to load.

It was an Allen set screw. Got it out.

It's amazing how seized those get. The AIM mentions oiling the felts, but likely only good for a year. Too bad they weren't made with Teflon sleeves.
