1969 Headlights won�t go up

So I’m just finishing up a restoration my 69 435. When I assembled the car, I replaced all the hoses and control valves, the actuators hold vacuum and they worked. I sent the car to the shop for a few paint fixes and now they won’t go up, if I put them up they will go down when I shut them, but BOTH won’t come up. I looked at all the connections, and all the hoses seem like they are attached correctly.

I just ran the car, I have vacuum on the other side of the air filter off the manifold. The wipers are not working either and none of the over ride switches for either work.

Thoughts?

Update: Rebuilt the actuators, the headlights now go up and down using the headlight switch but not the override. The Wiper door opens with the override, not the switch and the switch is new for the wipers. Ughhh
