SILLY 1963 CASCO CIGARETTE LIGHTER Question

When a 63 lighter is judged the casco cigarette lighter dated 63 3860974 should be unused per as delivered.
Yet the lighter is checked for function during the opps check. Therefore it is used.
I am going to assume the element can show heat damage but no remnants of cigarette usage.
Just wanted to clairify this is how it works?
    Thanks
    Rick

has to work for Opss and PV but as long as there are no ashes or significant white coloration, the condition shouldn't get a deduct. mike
