Mike,
This may or may not be related, but are your Park Brake shoes the Stainless Steel type replacements?
Years ago Gary R. told me he refrains from using those as they were not arched properly and don't hold well. He did also say that if he had to use SS shoes, he had to modify them to fit properly. e.g. post Here
If they were SS shoes, did they get matched to the drums?

Re: How strong are the C3 parking brakes supposed to be?
John,
I got to thinkin' about this and I think the answer is if the park brake "failed" the burnish procedure on the roll test, the Driver would be required to indicate that somehow(?) and it would then go over to one of the 2? Lifts in the repair area at the west end of the Plant for diagnosis and re-adjustment.
The Toe-in Pit guy has enough to do on a critical job w/o confusing the issue adding another non-TFP responsibility...
Plus, the "failure" would likely be something management/QA would want to look into to be sure nothing was wrong with parts and/or assemblies already installed and coming down the line - OR - the way they were being installed upstream on the line.
I experienced this very thing at an Assembly plant when a QA inspector came searching upstream on a Chassis line because the rear frame stiffener on a Police Interceptor special run was consistently being over-torgued. Presumably, all the jobs ahead of the discovery had to have the bolts replaced/retorqued, but I was not involved witnessing that.thx,

hi mark
Former assembly plant guy myself and totally agree the toe in pit operator was definitely not stepping off the platform to adjust the park brake. The machine we used to set the park brake measured cable tension and the nut was tightened to the final tension setting automatically.
The audit was a force gauge that had to hit a certain number of pounds before a certain number of clicks of the handle . Later we would calibrate a click wrench to the force gauge and use that.- Top
