The small metal ball that is shown in the picture attaches or fits in a slot in the park brake handle shaft. You will have to thread it back through the firewall and position it in the slot. It may have been diconnected due to the park brakes cables at the brake drums being stiff, not allowing them to release when the the the park brake is released. Take the park brake cables that go to the brake drums and the park brake cable located from the firewall to the center frame mount bracket off and soak them in EvapoRust rust remover. Take them out of the solution occasionally and exerecise them to get them freed up. Once they are moving freely, soak them in oil for a few days, again occasionaly excersising them to get the oil work into the cables. remove them from the oil and let the excess oil drain out, wipe them off and reistall them. I beleive there is an adjustment procedure in the 1964 AIM and GM shop manual. OR throw all the old stuff away and buy new repro cables. Just a matter of whether you want to keep your original parts, if they are infact original.

If I remember correctly you also have to pull the small aluminum stop pin that is lightly pressed into the back of the handle assembly. The pin limits the clock position of the handle, and when the handle is all the way in (parking brake off) the pin pushes the switch end in that turns off the brake light on the dash. When the pin is out you can turn the handle enough to place the ball on the cable into the slot.- Top
