Update:
I went to the rebuilder yesterday and he took the top of the carburetor off then removed the Primary Venturi and lo and behold, he put the incorrect gasket in! The incorrect gasket was blocking the feed hole in the venturi. SIMPLE FIX: He replaced it with the correct gasket and after I installed the carburetor, the car ran well. Both idle mixture screws are now affective. Took it out on a test run and there were no hesitations nor bucking. So, that was the issue!
