Those documents were supposed to be placed in the box over the jack. I doubt that always happened and dealers likely corrected that for the new owner.

I have seen a couple low mile cars where there was a dark shadow in the box over the jack, because there was a bit of dust that made the rest of the black flocking slightly lighter. That dark shadow was exactly the size of the trim ring card. The remainder of the paperwork was elsewhere. My belief is that the trim ring card and the rest came in that location from St. Louis. HOWEVER, because that instruction sheet fit poorly in the plastic envelope, I think it was left there when the dealership grabbed the plastic envelope with all the documents in it. The dealer removed the envelope and contents for two reasons; 1) to keep them from disappearing forever to someone with sticky fingers, and 2) because they needed to fill in the protectoplate data on the original purchaser. So, Terry’s answer was fully correct, but after the dealer intervened, who knows where they put the paperwork—they probably placed it in the hands of the purchaser and he left it in the car or put it in the filing cabinet and forgot it.
It would have made sense for the dealer to leave the trim ring right sbove the wheel/tire tools.
