In the technical information and judging manual, it states low-milage cars often have decals on the muffler back or exhaust tips, what are they considering low milage.

I don't know that I have seen them on a car with more than 10k miles on it, though I am sure there are examples.
Cars never driven in any wet weather would be most likely to still retain them.
My brother's 33k mile car which was stored since the late 80's has most of the original exhaust including the tips, but the mufflers were changed a year or two prior to it's storage. (they were dated 1987 - car was put up in 1989) I wish they would have kept the original mufflers.
I have seen a few sets of original mufflers, one set from 1981 and one set of N11 welded exhaust pipe and muffler from the mid 60's which had the part number painted on the muffler case using a stencil.James A Groome

This 7000mi 1972 with a complete original factory exhaust had the evidence of the stickers, but that's all. I saw no good reason to glue repop stickers on.
