Headlight switch

The headlights on my 67 will only rotate down by the switch they will not go up . I removed the switch and jumped the terminals and the same. I continuity tested the switch and I have continuity up and down. Withe the switch in place the cars ammeter moves when powering down but not up. Any ideas what I am missing ? Is there a fuse in the line ?

I could be wrong, but I think the wires for the motor use two bulkhead connectors. I think yellow is up and green is down. Pull the bulkhead connector and check for corrosion on the pins for the up wire. If you have a 67-wiring chart this will help.
