NAPA Fuel Pump Problem

Purchased new fuel pump at NAPA (Part No. B0186P). At home I tested the actuating lever for free movement prior to installation of pump and found lever to be so bound up that it would not move. Back to NAPA for a part return and tested the only other pump they had in stock before leaving store. Same result, actuating lever would not move. Counterman said he had heard of this problem before and that there was possibly a bad batch of pumps in circulation. It was too late in the day to get another brand pump so I'm stuck until next week. Has anyone else run into this problem?

I'm far from an expert, but I don't ever remember being able to move the lever by hand.

And, if you can, then the spring is either broken or has become dislodged.
