The good news it you can read each and every option including the L89. I scraped one off my '67 recently and it wasn't in much better shape, I'll leave that up to you if you want to attempt removing the document with a razor scraper.
      This is what I did when i cut the sticker off the 67 tank. I would get a friend to help. Would not cut close to the sticker.

                      This seems to be the best way to go. I'm a dentist so I have an electric lab dremmel and have large cutoff wheels in my lab.

                      I think I'll carefully remove the loose pieces and then make the cut.
                      What has everyone used to glue the pieces together?
