There are some small mounting brackets that hold the lower rear horizontal pieces (top items in your 1st pic) and the wing bolts.

I would have thought their was four of the inter spark plug shields and I only see three in the picture.

I agree...four inner spark plug shields. Only the two rear outer covers, as shown, for late 70 shielding.

Mounting bracket hardware is available from vendors, and attach to block under 1/4-20 cap screws. From what I remember, they are simple 1/2"-5/8" wide angle brackets, chrome plated.

                  Mike,
I probably will not do the best job at describing the mounting bracket things, but I think they are maybe 3/4" wide and a few inches long and bent/curved. I think they have a hole at each end, one for the wing bolt to thread into and another to mount them at other end (to block, I think).

The wing bolts are the easy part, but you can see a pic of the wing bolts on the auction site item # 260215625179

I agree with you guys that there should be four spark plug shields, thanks for covering for me not mentioning that part.

And there's a rubber grommet that fits into it to hold the s/p wires.

The 1970 AIM describes it very well.

Check through the AIM. The drawings will show every thing you need.
If you don't have the AIM, get one. It's hard to work on these cars without an AIM.

Scott, that is not what I was thinking of (although those pieces are somewhat related since they hold the wires), I was referring to the pieces that hold the lower rear shiedling on the car.

Here is a pic that shows one side shielding with brackets and wing bolts included
