69 SB Spark Control Vacuum Line

According to the Assembly Manual UPC 6 / Sheet C1 there is no clip from the manifold to secure the steel portion of the spark control vacuum line. However most vendors sell one, so here is my question.

Is there a clip bolted to the manifold?

If so is the color black or engine orange?

Lbs of torque required for a manifold bolt if I install a clip?

Do I need to coat the manifold bolt with something if I replace it?

There is DEFINITELY a clip. It was part of the engine assembly and is painted orange. Manifold bolt torque is 30 lb/ft. Use sealer on the bolt.
