      my 69 has a plate bracket am the second owner assume it is factory steve

          The front license plate bracket was St. Louis-installed on all 1969 Corvettes.

                  Absolutely. Of course, if the L-88 (or, any other Corvette for that matter) owner wanted to remove it, that was quite simple to do.
