Given that in the 60's that base was standard on every GM car, about 25,000 units a day would have been required EVERY DAY. This would have necessitated multiple tools, and having seen other GM drawings regarding logo's, there is every chance that the positioning would not have been specified as to orientation. I would not bet that both orientations are production issue, just too many variables to consider. Service units would also have been built from components produced on the production process, woth only the final assembly being moved to a "short run" status, so again, I don't think there is a conclusive answer as to orientation.
