Man, you're not going to make this easy, are you?
The retainer style is dictated by the buckle type. You didn't mention which type is in your car.
If your buckles are the 1st design aircraft clamp style then the bracket should be solid.
The holes stamped into the retainer are to accomodate the latch which is activated by the 2nd design button release in the buckle.
The JRM states 1st design until #14,000, second design staring at 16,200.
Styles between those numbers could use either.
It would appear that your first choice should be the 1st design, but, everyone is aware that these, or, hardly any production numbers cannot be etched in stone and with yours being right on the cusp, you could probably go either way.
