1978 dash lights out

no dash or guage lights work, parking lights and headlights work, tach works, when I turn the dimmer the courtesy and dome light works. Is it still possible for the switch to be bad?

That's a classic 'warning' symptom of Chevy that the car's tail lights aren't working....

I'm not that sure about a 78 but did you look at the fuses? Perhaps there's an issue there. If not maybe a ground or the headlamp switch.

fuse is good, do you know where the ground would be?

Not sure on a 78. Do you have a GM service manual, it'll be in there. The last time I had my 74 dash apart (about 7 years ago) I believe each bulb is a single (hot) wire socket.
