'65 AIM is inconclusive, IMO. Says to preset upper nut to approx. 0.87" from strap to bottom face of upper nut. Then torque lower nut. Reposition upper nut if straps are not tight.
The torque value indicated for the lower nut is 100-140 INCH-lbs.
Per attached pic, I assume that means to tighten lower nut until the specified torque is reached. At this point (I assume) the upper nut should not yet be in contact with the fuel tank support X-member. So, then turn upper nut counter-clockwise (viewed from below) until it snugs against the X-member. Then, to lock the nut pair in place, tighten the lower nut to a value typical for a nut with 9/16" flats (25 ft.lbs ?)
What d'ya think ? I don't want to over-tighten the straps.
