I have a 1967 roadster, which seems to be very original. Underneath the front bumber on the outside of the lower bumber extensions are 2 phillips head bolts, approximately 1-2" below that, are 2 holes. Very symetrical approx. 3/8's in diameter One on each side. I see it on a lot of 67's. Is this correct?

Hello;
Additionally the rounded phillips head machine screws attach to brackets under the headlight support bars and should be painted the color of the Corvette.

Now I'm confused.
From your post, I thought you were referring to the two screws that attach through the lower valance to the core support, these were in position when the body was painted and are the same cross recess head as the upper and lower window track screws at the end of the door.
Sorry, Ray. I'm not clear on your reference to the "brackets under the headlight support bars".
