Washer Bottle Bracket for '63

Was the washer bottle bracket installed before or after the inner fenders were painted. I have my original one, but its hard to tell - it appears there's paint under the mount after I removed it form the fender.

The washer bottle bracket was riveted to the inner fender in an off-line subassembly (same station where the dust shield was stapled on) before the inner fender was loaded into the front clip bonding fixture, in the Body Shop, prior to paint.
