Why are the dash tabs painted to the extirior of the car when there not in the car when its painted? If so when are they painted to the extirior of the car?

When the interior and exterior colors contrasted, Styling didn't want to see an interior color tab overlapping the exterior color in the door jamb with the door open, so on those cars the end of the dash pad was masked off and the tab was painted body color in Final Paint Repair, after the car came off the line.
