I have NOS gm #861050 15# radiator cap "inspect fall and spring" logo on it. is this the correct one for both 64-69 big and small blocks? thanks!

Depending on the year your cap was made, it can differ in material, font, size of the "ears," logo and many other ways. They really differ in "all" of the notable ways - except that they're both round radiator caps.

...and with respect to these sort of differences one cannot rely on part number to differentiate original-style caps from later replacements. Changes in the shell, including not only stamping but also material and configuration, were not always accompanied by a difference in part number.In Appreciation of John Hinckley- Top

Damn right, it is! I learn a lot from the Corvette Restorer and here on the TDB. That article taught me a lot about radiator caps. I scanned that article because I got weary of seeing so many "NOS" radiator caps with the small ears and mis-identified caps on eBay.
