Vacuum is applied to the water valve that is in the heater hose going to the heater core to shot of hot engine coolant from cycling through the heater core for max air conditioning comfort.
The door you have pictured opens to allow the air from inside our Corvettes to be continulosy recirculated by the air conditioning system.
The third thing that happens is the plenum plastic door operated also by vacuum closes off the ambient air from being pulled through the cowl area into the air conditioning system. This plastic door is right below the top of the passenger fender.

I believe that DR Rebuild has a kit that you can purchase to refurbish your door with a new seal. You would have to separate your door and install the new foam and use the rivets in the kit to assemble the door.
The pictured door is missing quite a bit of the sealing foam. When your Corvette is driven the passenger will feel a cold draft if it is cold outside without the sealing foam. The plastic door will allow ambient air to enter since it is only closed when MAX air is selected.
The black rubber thing in at the back of your first picture is a "well plug". I don't know why it is there. Well plugs are used to mount luggage racks on some Corvettes. I think they were also used to mount passenger door rear view mirrors, never installed one myself.
Since you have the door out of your Corvette reach through the door hole and see what you can find at the bottom. There is a drain hole in the body, you may need to clean it out.
The door used to be available from GM as a complete piece. The plastic door to close off the ambient air also used to be available from GM.
I purchased replacements for my 70, however this was about 20 years ago.
            Jim,

This makes sense now, I didn't realize the foam seal was sandwiched between the door. It looked like it was just attached to the back of the door. I need to check out that well plug, probably another bubba job. Thanks for your thorough explanation.

I ask because I am trying to orient myself as to what we are looking at.
                  Terry,

I believe it is, I will take a look this evening to be sure. I didn't think the louver inserts used well plugs, but as you can see they do.

Jack - thanks for further clarification. Fortunately, my cowl door works and I won't have to mess with it.
