      I would say the point loss for the panels would stay the same. If the fasteners are judged on the same line with the panels their would be dedutions for them also above the panel deduction. The correct parts installed even in this case if they are not holding anything would be lots better than missing parts. Missing parts will always get a deduction. JMHO the screw and clip should get the same credit if it is holding a tab or not.
