69 steering wheel and front alignment

I have set the rear camber and toe, and now want to set my front end. I have turned the wheel lock to lock, and gone back halfway and marked the steering hub to the column. The tires are very close to straight ahead, but the wheel is quite a bit off. The rag joint is indented on both sides, so it appears to fit onto the steering shaft, and the steering box only 1 way. There is a hash mark on the steering shaft under the horn button, which I believe is supposed to be at the 12 o clock position. It is not. Is the proper procedure to set toe and then adjust both sleeves to move the wheel into proper position? If I do this, will it move my steering box off center? My car is a Oct 69 build. Thanks for the help. Mark

Here is a link to a paper on C3 steering system centering. You need to look at all the components in the system in order to get all the parts in correct orientation.
