I believe so. Paragon sell them blank and in the back of the judging book you have the codes. I think page 87 by memory. I t would be good if someone could post a photo of one complete to show how it's meant to be set out. Stewy

Window stickers were first affixed to new cars beginning in model year 1959. I had a '59 for about 11 years and found that info from an issue of Driveline. The article explained how it was initiated by Congress as to establish a fair price from which to begin any sales negotiations, or at least that was the theory. Maybe someone can find the article or provide the date of the issue. I used info from the article as a part of my display at shows informing the public about the history of the window sticker. I had one made up by Triple-A, I believe, as it took some research to find the correct one for a '59 as it differed from a '60. It was black only in '59, as later years added blue copy making it a bit more interesting.
