While I'm not familiar with '68's, perhaps a lesson I had learned with my '72 may be of help.

Have you've checked your wiper motor to verify that it's properly grounded? In other words, is the ground connector at the wiper motor and the associated ground wire, intact, corrosion-free and properly connected? Also, is the wiper motor ground wire properly connected to a bell housing mounting bolt? I ask, as many times this ground wire is mistakenly connected at the starter.

Joel, Do you have the wiper switch installed while doing all this. The switch must be grounded to operate. If you have it hanging to test it then it has lost it's ground. It relies on the screws that hold the face plate in for its ground source.

Also make sure you have a 68 wiper motor and no one has changed to a different year piece.

        Good luck, Joe

Joel i'm not sure this will help but on a 70 the wire feeding the micro-switch is connected to the common terminal (COM). The wire going to the wiper motor is connected to the normally open (NO) terminal with the normally closed (NC) terminal left vacant. They are both Red with a white tracer on a 70. I would verify that I have 12 volts to the common side side of this switch before I did anything else. If not then your problem is inside the car. Hope this helps

            Joe,
Thanks for the reply and info. I have had the switch installed during most of my work, and I believe the motor is a '68. I've run a separate ground wire from one of the switch mounting screws, though my instrument bezel is intact. Apologies for the delay in acknowledging your post; I've been traveling and camping the past few weeks (taking a needed break from the issue!) and have had little internet access.

                Joel,

My 69 was dead and we found a relay type switch in the console area, took it apart and cleaned some points and now they work just fine. Good luck on finding your problem.

Its a black box that initially looks like a horn relay.
