Mid year paint question

Both my 64 and my 67 have 2 phillips head machine screws with 2 washers that seem to hold the front lower valance (Below the grill) to the lower radiator support. On both cars the machine screws and the washers are painted body color, or should I say they must have been attached before the body was sprayed??? Is that correct?? My 67 has been flight judged 6 times and they are painted. They have never been a deduction. Now I was told they are to not be painted. I can't find them anywhere in the Judging guide. Are they painted or not???

screws and flat washers under them are painted.

It's not - if the JG covered every little detail, you'd need a handle to carry it. Those two screws that attach the bottom brackets to the valance panel were installed in the Body Shop, prior to paint, and are body color.

Thanks guys. I was pretty sure that they were painted, but wasn't positive!!
