Is it judged as GM delivered to Dealer for a PV or another standard?

Just like Flight judging "... as delivered by the dealer with the then standard new car dealer preparation." That is why NCRS doesn't look for a window sticker, or the factory seat and steering wheel protection. We also want to see the wheel covers and antenna installed on the car.

I would expect that if we judged PVs for leaks. then those that did not leak it would be a failure. Haven't seen many that didn't leak at all
