Did you get an actual measurement for idle vacuum in Drive at 550?
Emission controlled engines typically have higher specified idle speeds than non emission engines. Up to '67 the the base cam engine idle speeds in Drive with P/G were generally specified in the range of 450-500.
Lower idle speed will reduce "creep", but reduce manifold vacuum, and you need to maintain at least 13-14" to keep the VAC locked at full advance for a stable idle (Two-Inch Rule).
