I'm not sure I'm totaly understanding the question, what are you referring to as "Blinker arm" that is not resetting?

Andy is trying to say that his left turn signal doesn't function. Then it does not cancel by itself. He has to operate the "left blinker lever" by itself.

Story: Long ago when I had a new 65 I can remember getting into it with a long London Fog rain coat. Caught the coat on the blinker lever and the lever ended up on the floor. Or what was left of it.

Blinker lever not returning is either in the switch or the cam, both od which are accessed by pulling the steering wheel and its mounting base to identify the problem. There is a plastic part on the back of the steering wheel hub that may be broken, or there may be an issue with the switch itself, but that is where you will have to look to find that problem. The bulb replacement is relatively straightforeward, if you have small hands, (I don't) the socket just snaps out of the back side of the housing.
