59 "VIN" tag question

After several years in the safty deposit box I am preparing to re-install the serial number plate on my 59. The question: was there any kind of paint or protective coating on the tag?
Before I cleaned it up there was some white and a little black paint in a couple of places. The car was originally Ermine White and there was evidence that it had been repainted at least once.
I plan to do the re-install June 16th, it's birthday, just for the hell of it.

Bob, when you clean it try not to scratch it with anything abrasive. Maybe just some lacquer thinner or non-etching cleaning solvent with a soft cotton cloth. They are delicate.
