Re: 67 wipers
Donald,
The ground for the W/M is at the starter. You may want to verify it's making a good connection. Also, If you get a test light with a good ground and verify power at the wiper motor plug low speed and high speed wires that will tell you if it's at the switch.
There are three wires, I can't remember which two are hot and ground but info is in archives.

Re: 67 wipers
If memory serves, your copy of the 1967 Chassis Service Manual provides two separate trouble shooting sequences for the WSW motor: (1) on-car, and (2) on-bench. Why not follow the on-car sequence now that you know the motor works as it should on the bench?- Top

Re: 67 wipers
I think you can test your switch this way. Remove the 3 wire plug from the motor ,turn the wiper switch to high.Using a 12 v testlight connect the alligator clip to 12v (back of alternator is a good place) touch the probe end to the engine block or intake to test the test light-light should light . Touch the probe end to the wiper motor case-light should light. Touch the probe to the light blue wire in the 3 wire connector- the light should NOT
light. If it lights when you touch the lt blue I would say the switch is bad or the lt blue wire is grounded somewhere.
Not sure exactly what might happen but check the yellow and light blue at the 3 wire to be sure they are not reversed in the connector or the entire connector is not installed backwards. ( I know the 3 wire connector has a nub on it but some get cut off.)
edit - lt blue in the 3 wire should be next to the nub- Top

Re: 67 wipers
Your welcome. Let us know if that test works.
Also make sure the switch is grounded in the dash. The switch just grounds the yellow and the lt blue at different times to get the 2 speeds and when both are ungrounded the motor parks , so the switch does rely on being grounded.- Top
