Question on steering column trim piece

Can someone help me determine the usage for these trim pieces that are used to close the gap between the steering column and the instrument cluster on the midyears? They have the noted part numbers embossed on the back side.

I'm confident the top piece is for the 63 only, but I'm not sure of the usage for the others. I couldn't find any reference to these in my parts book.

The GM #3823013 was the 1963-only steering column esctucheon. GM #3839149 was the 1964-only escutcheon. However, I can't find any indication that it was ever actually available in SERVICE. GM #3864321 was the 1964 SERVICE and 1965-66 PRODUCTION and SERVICE escutcheon.
