    Doesn't answer your question, but I've always questioned why that envelope is listed - the dealer prep guy used the screws to attach plates (temporary, permanent, or whatever) and pitched the envelope. Wouldn't have been in the car when it was delivered to the customer, which is the standard.

        I thought it was about the condition the car was in when it left the factory, not a dealership....

          Nope. Read the "NCRS Judging Standard" paragraph in the front of every Judging Guide.

              That envelope has been removed from several of the C3 JGs for the reason that John stated.
